Kenya Submits Its Second NDC (2031–2035): CGMR official statement.

On May 1st, 2025, the Government of Kenya submitted its Second Nationally Determined Contribution (NDC) to the United Nations Framework Convention on Climate Change (UNFCCC), ahead of the April 30 deadline. This submission marks a significant leap forward in Kenya’s climate leadership and reaffirms its dedication to a just, inclusive, and science-based green transition.

As a climate think tank rooted in governance and justice, Climate Governance Movement & Research (CGMR) strongly commends this decisive action. Kenya’s new NDC sets out to reduce greenhouse gas emissions by 35% by 2035 from a projected Business-As-Usual baseline—translating to a total reduction of 75.25 million tonnes of CO₂ equivalent. Despite contributing minimally to global emissions, Kenya continues to lead by example in aligning national policy with global climate goals.

The NDC also outlines a financing roadmap, with Kenya committing to mobilize 20% of the required USD 56 billion domestically, while appealing to the international community for the remaining 80% through finance, technology, and capacity-building support.

This submission is more than a compliance mechanism—it is a visionary policy instrument. It aligns with Kenya’s upcoming long-term development plan and serves as a model for African-led climate action rooted in equity, innovation, and intergenerational responsibility.

At the continental level, Kenya’s move strengthens Africa’s voice in global climate negotiations. At the global level, it sends a clear message: developing nations are not waiting—they are leading. It is now up to the international community to respond in kind, through fair climate finance, technology transfer, and governance cooperation.
